Staff and Strengthening of Administrative Capacity
Structure of the Ministry of Economy: leadership, eight departments, one service and eight independent divisions, 12 special attachés, office of the Ministry and Maintenance Division.
On 1 January 2004 , there were 207 employees at the Ministry, including 157 public servants. All public servants have higher university education; 64 public servants are women. The Leadership, directors and division heads amount to 30 per cent of state employees. The average experience of public employees stands at eight years. Seven public servants have PhD degrees.
The Ministry implements personnel development measures on a continuous basis. In 2003, 85 per cent of public servants upgraded their qualifications at foreign study tours, seminars, conferences, the Lithuanian Public Administration Institute and other institutions of skills improvement. Public servants of the Ministry were participants in different programmes such as:
the Programme for Training Leaders of Organisations (OLYMP), programmes of preliminary training, improvement of administrative capacity, preparation for EU membership, strategic management of Structural Funds, computer literacy (ECDL), English and French language teaching and a number of others.
