Innovative procurements
Innovative public procurement means public procurement in which the contracting authority includes criteria that encourage suppliers to develop and offer innovative products in the conditions of a public contract.
On 23 February 2007, the European Commission worked out the Guide on dealing with innovative solutions in public procurement – 10 elements of good practice (SEC (2007) 280). The Guide presents 10 good practice examples on how to promote innovation in public procurement seeking to coordinate innovative needs of contracting authorities and innovative solutions and proposals from the suppliers (for instance, to examine the market before carrying out public procurements, notify in advance one’s innovative needs and make them public; enable suppliers to make proposals concerning their innovative solutions prior to carrying out public procurement in order for the contracting authority to decide on which of the innovative solutions best meets its specific needs).
